Submission of the digital plan and third-party verification of digital signatures.
The building division of Volusia County is implementing a digital licensing procedure. This program relieves contractors and property owners of the stress of submitting paper documents for a digital signature and third-party-approved digital plans. Certified contractors in Volusia County will utilize the Connect Live digital system to obtain their licensing requirements. Building owners will still have to complete certain documents in the office of the Florida State by a License officer. Builder owners such as contractors will provide an electronically signed, third-party authorized pan for evaluation.
As of October 1, 2022, every electronic plan is expected to be available in third-party verifications.
Electronic signatures are required to comply with Florida Laws Chapter 461 and Florida Administrative Regulation 61G1-16.005 for Architects or Florida Laws Chapter 471 and Florida Administrative Code Regulation 61G15-23.003 for Engineers.
You can purchase certificate authority services using different third-party agencies such as GeoTrust, IdenTrust, eTrust, Entrust, and Verisign. This list is incomplete and no agency is especially recommended by Volusia County. The purchaser needs to ensure that the service is in line with Florida Ordinances and Administrative Laws.
Notice of Commencement Demand based on Florida Law 713.13
The County of Volusia Code and Building Administration demands that an approved and recorded notice of commencement (NDC) is in line with the demands highlighted by Florida Law 713.13.
Before the first evaluation, an approved and recorded NOC or recorded NOC having a notarized NOC affidavit must be signed by the License Center and uploaded to the job website.
The Department of Building and Code administration comprises four significant activities which include License Center, Code Compliance, Contractor Licensing, and Building Code Administration.
The License Center performs the entire building license applications from the commencement to issuance and searches for documents and plans for record purposes.
The activity of the building code administration is to evaluate building plans to ensure compliance with federal, state, and county regulations. Inspects structure to ensure consistency with the authorized plans, and offers flood zone data. Individual structures should make inquiries within the independent county.
The activity of Contractor Licensing is to carry out countywide storage of contractors, release competency listings and cards, and evaluate issues of unauthorized activity.
